Bigger seeds in a pack are not the better ones, and a mix of sizes is normal because seed size follows the mother plant and the position on the branch more than the genetics inside. Tiny seeds from sativa heavy lines routinely outgrow fat indica seeds. A note in the FAQ at https://budweedseeds.com makes the same point and asks people not to request refunds for small seeds, which tells you how often it comes up. Firmness and an intact shell matter, size does not.
